Judge Carroll is the Presiding Justice of the 4th Circuit Court of New Hampshire. He was appointed in 2010. Judge Carroll was admitted to the practice of law nearly 30 years ago and has spent about half of his career as defense attorney and half as a prosecutor. He was elected County Attorney in Belknap County for three terms and has spent a life time working with young people and attempting to make the world a better place to live.
